Christian Hayes wears a suit and tie to work, even on days set aside for casual dress. He believes he cannot afford to look unprofessional for even one day, not as a Black man, not as an executive with the Boy Scouts of America and certainly not with dreadlocks cascading down to his lapels.

“There was a level of discomfort when I began growing the locks,” said Hayes of St. Paul. “I heard comments from people who would say `You couldn’t wear that type of hairstyle if you worked in my organization.’ “
